Since 2015, the Swedish Better Regulation Council (SBRC- Regelrådet) has become an independent Committee of inquiry within the Swedish Agency for Economic and Regional Growth. The Council examines the formulation of proposals for new and amended regulations that can affect business, moreover, it evaluates the quality of impact assessments.
Out of 375 submissions, the majority of these comes from government agencies. In 2015 (see the report), the SBRC expressed an opinion on 198 IAs, judging that only 71 IAs met the adequate requirements according to the Ordinance on Regulatory Impact Assessment (Swedish Code of Statutes/SFS 2007: 1244). Compared to the previous year, the SBRC report highlights that IAs submitted by the Government offices have improved.
At the international level, the SBRC has regular contacts with the other European watchdogs (like the Dutch Actal, the German NKR, the English RPC) within the RegWatchEurope Network so to exchange better regulation practices and experiences of each other review activities.
