This paper analyses three regulatory instruments that are very similar to benefit-cost analysis: performance standard, information disclosure requirements and management based regulations. Such instruments are applicable only to particular situations. Similarly, benefit-cost analysis is a better regulation tool that may not be suitable for every case.
