The OECD’s Regulatory Policy Division, as part of a broader effort to help countries in facing the COVID-19 crisis, has developed a paper about removing administrative barriers and improving regulatory delivery. The paper is structured into 3 chapters.
Chapter 1 describes some methods to facilitate supply and availability of essential goods, avoiding regulatory barriers and ensuring reliability and safety. Chapter 2 defines some guidelines to foster and maintain compliance with mitigation measures through targeted, proportionate enforcement and transparent communication, to avoid panic and distrust. Finally, Chapter 3 treats the way to improve the regulation and the technology for tracing, while ensuring privacy and individual freedoms.
