OECD, Anticipatory innovation governance

This OECD paper examines the role of predictions and foresight techniques employed by governments and discusses the so-called “anticipatory” innovations in the public sector. The report is structured into 4 chapters.

Chapter 1 emphasizes the need for a new policy-making in order to respond in a proactive way to unforeseeable events and risks. Chapter 2 provides the definitions of the concepts of anticipation, anticipatory innovations, and the anticipatory innovation governance and links such concepts to some government approaches. Chapter 3 describes two core mechanisms to support anticipatory innovation governance: “agency” and “authorising environment”. Chapter 4 describes some “anticipatory innovation governance” experiences.
