Rassegna trimestrale n. XII-4 - Ottobre 2021

In questo numero della Rassegna, che chiude un anno peculiare per gli studi sulla regolazione, da un lato si dà conto di alcune novità normative introdotte da autorità indipendenti nazionali in tema di better regulation, dall’altro si illustra lo stato di salute dei più tradizionali strumenti di miglioramento della qualità normativa a livello delle amministrazioni centrali. Abstract (EN) - The Annual Report takes stock of the measures introduced in Italy during the 2020 to deliver better results for citizens and businesses through more open, transparent and evidence-based policy-making. The Report shows that the efforts to put better regulation at the heart of the decision-making process have been successful. Abstract (EN) - In June 2021, AGCOM published the AIR guidelines: this is the first "real legal framework" on RIA adopted by the electronic communications regulator. In this contribution, its contents, strengths and weaknesses are analysed. Moreover, comments are given on the latest recommendations of the OECD on IRC. Afterwards, the driver of trust is discussed as a critical concern in IRC.
