Rassegna trimestrale n. XII-2 - Aprile 2021

L’emergenza sanitaria da COVID-19 ha richiesto l’adozione immediata di misure di contenimento del contagio, la regolazione delle attività (pubbliche e private) per il distanziamento sociale e la messa in sicurezza dei luoghi, la regolazione delle attività di erogazione dei servizi (essenziali e non), nonché la previsione e regolamentazione delle forme di sostegno straordinario agli operatori.

Le amministrazioni pubbliche si sono ritrovate a dover gestire, da un lato, l’onere di assicurare il prosieguo delle attività amministrative essenziali e, dall’altro, di rallentare, o sospendere dove possibile, quelle non essenziali, per poter canalizzare le proprie risorse verso i servizi strettamente connessi alla pandemia. Inoltre, quando è apparso evidente che il nefasto fenomeno avrebbe avuto portata internazionale, e infine planetaria, l’esigenza di una regolamentazione uniforme e, comunque, di condizioni di reciprocità e uniformità fra ordinamenti ha portato al coinvolgimento diretto dei maggiori organismi internazionali.

Il numero di aprile 2021 della Rassegna trimestrale dell’Osservatorio AIR viene pubblicato in concomitanza con la conclusione del primo anno di emergenza pandemica (che ci auguriamo resti anche l’unico) e non poteva che essere dedicato alle sue implicazioni sulla regolazione, a più livelli.
