Valutazione ex-post delle politiche pubbliche: il caso dell’Istituto Nazionale della Previdenza Sociale

Abstract (EN) | The ex-post evaluation of public policies has been applied by the National Institute of Social Security to study the effect of two public policies. Firstly, the effect of the Citizenship Income on birth rate has been estimated through the Regression Discontinuity Design. Secondly, the effect of the Fornero Reform on sickness certificates has been measured through the Difference-In-Differences method. The aim of this paper is to describe how the ex-post evaluation allows a complete and exhaustive analysis of the effects of public policies.

Abstract (IT) | La valutazione ex-post delle politiche pubbliche è stata applicata dall’Istituto Nazionale della Previdenza Sociale per approfondire l’effetto di due politiche pubbliche. Da una parte, è stato stimato l’effetto del Reddito di cittadinanza sulla natalità tramite il Regression Discontinuity Design. Dall’altra, è stato misurato l’effetto della Riforma Fornero sui certificati di malattia, attraverso il metodo Difference-In-Differences. L’obiettivo del presente contributo è quello di descrivere come la valutazione ex-post consenta un’analisi completa ed esaustiva degli effetti delle politiche pubbliche.
