La risposta delle autorità dei mercati finanziari alla crisi sanitaria

Abstract (EN) - For the institutions it was an out of the ordinary year, a real stress test that highlighted how many risks and uncertainties are inherent in every programming activity and how much more important it is to focus on the implementation processes of decisions and verification of its outcome. The main interventions to support the economic life of our community have been settled by the European institutions. In addition to implementing these policies at national level, the Italian financial market authorities were committed by the adoption of some important interventions at national legislative level. Although better regulation tools have not been used in the adoption of measures designed to respond to the challenges posed by the health crisis, a large number of initiatives have been undertaken by applying some of its principles. Some good rules have been built, when the right weight has been given to the implementation phase of the policies undertaken or to the careful monitoring of outcome indicators. Abstract (IT) - Per le istituzioni si è trattato di un anno fuori dall’ordinario, uno stress test che ha posto in luce i rischi e le incertezze che caratterizzano ogni attività di programmazione, e quanto sia più importante focalizzarsi sui processi di implementazione e la verifica dei risultati. I principali interventi a supporto dell’economia nazionale sono stati posti in essere dalle istituzioni europee. In aggiunta, le autorità finanziaria sono state impegnate nell’adozione di importanti misure al livello della legislazione nazionale. Sebbene non si sia fatto ricorso a strumenti di better regulation per la formulazione di misure di contrasto alla crisi pandemica, molte iniziative sono state assunte applicandone i principi. Sono state adottate alcune buone regolazioni, ogni qualvolta è stato attribuito il giusto peso alla fase di implementazione o al monitoraggio attento di specifici indicatori di prodotto.
