Improving Governance with Policy Evaluation: Lessons From Country Experiences

Why is policy evaluation so important? What is its role in improving the public sector? This OECD report is based on a survey of policy evaluation practices of 42 countries and it is divided into three chapters.

Firstly it explores the components of policy evaluations systems (institutionalism, quality and use of evaluation); secondly it describes the underpinnings of an effective policy evaluation system (e.g. the need for a legal framework for policy evaluation, the role of government as the main actor to provide strategic direction for the evaluation, the relevance of independent agencies); finally it highlights the factors that may affect the quality and use of policy evaluations.
