Abstract - Through a policy framework on sound public governance, the OECD attempts to systematise its several recommendations on administrative reforms. The analysis dedicated to evaluation emphasises the necessity of a system of institutional quality, quality and use of evaluation. This concept of evaluation system and its institutionalisation is based on a survey of government activities in 42 Countries rather than a theoretical underpinning of the relationship between quality of the evaluation institutions and better policy outcome.
